Applicability is by role, employment type and site, so the register answers who must hold what rather than who was enrolled. A requirement is satisfied by an artefact: a completed content item, an uploaded external credential, a signed attestation, or an assessor observation, each able to confer its own validity period. Providing the training and holding the evidence is the control. The school sees expiry before a date lapses rather than after.
What a requirement holds
Where the obligation comes from
Typed as legislation, regulation, policy, insurer or board, with the citation written in, for example the Child Wellbeing and Safety Act 2005 (Vic). A duty with no source is an assumption, and this is the field that stops one becoming the other.
Where it applies
Any of the eight Australian jurisdictions, or nationally. A school in two states does not run two systems.
Who it binds
Applicability by role, employment type and site, so a new appointment inherits the duties of the role rather than waiting for somebody to remember them.
What satisfies it
A completed content item, an uploaded external credential, a signed attestation, or an assessor observation. All four resolve into the same object, so the register does not privilege the training you bought from us over the first aid certificate somebody brought with them.
How long it lasts
Each satisfying artefact can confer its own validity period, which may differ from the requirement's. A three-year certificate against an annual requirement behaves correctly.

What we will not tell you it does
Completing a course does not close an obligation. Providing the training and holding the log of evidence is the control; the completion is a fact recorded against it, not a judgement that the duty is discharged. Any product that tells you a finished module makes a person compliant is describing its reporting, not your exposure.
Nor does EthosOne watch a government register on your behalf. Verification is recorded and portal results can be imported. It is not a live link to the registry, and a school should not plan as though it were.
For the business manager
The question in an audit is never how many modules were completed. It is: show me the people who hold this duty, show me what proves each one holds it, and show me the instrument that creates the duty. That is three questions the register answers in one view.
For the principal
New appointments are where staff compliance fails, because the duties arrive with the role and the paperwork arrives whenever it arrives. Applicability by role and employment type means the register knows what a new appointment owes before their first day, and expiry is visible before a date lapses.
